Ebay recommends that you leave feedback at the end of the transaction. The buyer is the first to know when the transaction is complete, so it is the buyer who should leave feedback first. Some sellers (myself included) will leave feedback when they receive an email from the buyer indicating that the transaction has been completed to their satisfaction.
